Three scenarios, I'm curious if there's any distinctions between
1) gardain's reactive surge when bloodied, his cloak allows him to spend an additional surge when he is bloodied. Thus he gains 50 instead of 25 for example.
2) skar necklace does same, but doesn't have bloodied restriction . Power grants temporary hit points instead of gaining hit points when you spend a surge.
3) obsidian steed, when you activate steed, you can spend a surge to grant mount temporary hit points equal to surge spent.
